Anti- Dumping and Subsidies Commission

The Anti-dumping and Subsidies Commission was established under the Customs Duties (Dumping and Subsidies) Act 1999 and charged with the responsibility to investigate cases of dumping and subsidisation of imported goods.  In appropriate cases the Commission determines remedies in the form of antidumping and countervailing duties. The Safeguard Act was passed in 2001 and its implementation was added to the mandate of the Commission. The Safeguard Act permits the imposition of safeguard measures (duties or quotas) in appropriate cases when a surge of imports of a certain good causes or threatens serious injury to producers of similar goods in Jamaica.

Trade remedies, are an important policy tool.  The Commission takes a lead role in educating Jamaican producers and the general public, on the current and evolving trade remedy regime. It also facilitates the ongoing development of legislation, international trade policy, and negotiating positions touching its mandate. The Staff consults with other GOJ Ministries, Departments and Agencies on matters of international trade. The Staff also engages with International Non-Governmental Organisations to foster the global development of the trade remedy regime.

The Commission is staffed by a small, diligent cadre of specialists in law, economics, WTO trade rules, finance and related disciplines.  The Commission is committed in being a centre of excellence and endeavours to seize all opportunities available to build capacity through the training and development of its Commissioners and Staff.  In addition to technical expertise, the Commission has a useful library of resource materials including books, journals, periodicals, reports, the WTO Analytical Index and scholarly articles.  The Commission will continue to apply its expertise and experience to help chart the domestic and global use of the trade remedy disciplines.
